Contracting through the HUBZone
Small Business Program

The Historically Underutilized Business Zones (HUBZone) program helps small businesses in urban and rural communities gain preferential access to federal procurement opportunities. The program encourages economic development in historically underutilized business zones - "HUBZones" by providing access to more federal contracting opportunities.

Analytic Insight offers an ideal solution for federal buyers looking for program evaluation and survey research services. Analytic Insight is a HUBZone-certified small business, which makes contracting with us simple and efficient, while contributing to your agency’s small business and HUBZone goals.

There are several ways a procurement officer can use this program to contract with Analytic Insight:

  1. Competitive HUBZone contracts can be awarded if the contracting officer has a reasonable expectation that at least two qualified HUBZone small business concerns (SBCs) will submit offers and that the contract will be awarded at a fair market price.

  2. Sole-source HUBZone contracts can be awarded if the contracting officer determines that a) a qualified HUBZone business is responsible to perform the contract; b) that two or more qualified HUBZone businesses are not likely to submit offers, and c) the anticipated award will not exceed $3,500,000.

  3. Full and open competitive contracts can be awarded with a price evaluation preference as long as the offer of the HUBZone business is not 10 percent higher than the offer of a non-small business.
